Satya Pal Malik who held the esteemed position of Jammu and Kashmir governor from August 23, 2018, to October 30, 2019, has found himself embroiled in the controversy. Malik has made startling claims, alleging that he was approached with a ₹300-crore bribe in exchange for expediting the approval of crucial files. Among these files was one intricately tied to the 624-megawatt Kiru project, set to harness the power of the Chenab river in Kishtwar district.

The Sweep of the Federal Agency

The CBI has conducted raids at various locations in Delhi and Jammu & Kashmir, showcasing its investigative capabilities. These painstakingly carried out searches began last month and produced a wealth of material. Digital gadgets, PCs, property records, and incriminating documents are among the items found. The fact that a sizeable quantity of cash worth more than ₹21 lakh has been confiscated emphasises how serious the issue is.

 Origins of the Investigation

According to a spokesperson for the CBI, the genesis of this probe stems from a reference forwarded by the J&K government. The target of scrutiny includes the former chairman, managing director, and directors of CVPPPL, a private entity, alongside other unnamed individuals.

 Alleged Irregularities Unveiled

The narrative takes a more intricate turn as allegations surface regarding deviations from established procedures in the tendering process for the Kiru hydroelectric project. It is purported that guidelines pertaining to e-tendering were disregarded.

An excerpt from the FIR sheds light on the sequence of events, indicating discrepancies in the implementation of decisions made during board meetings. Despite an initial resolution for re-tendering through e-tendering with reverse auction, subsequent proceedings veered off course. Ultimately, the tender was purportedly awarded to Patel Engineering Ltd, raising questions about the integrity of the selection process.

The Path Ahead

The focus of the inquiry is still squarely on Satya Pal Malik and the people involved in this complex web of accusations as it goes deeper into the specifics of the case. As the details of this controversy come to light, analysis of the processes controlling the distribution of important projects is warranted.
